The Consulate General of Italy in Dubai informs that the Ministry of Education, University and Research has published the provisions and calendars concerning the procedures for the entry, stay and enrollment of foreign students in higher education courses in Italy for the academic year 2019-2020 (http://www.studiare-in-italia.it/studentistranieri).
Pre-enrollment requests must be submitted from October 15, 2019 and no later than November 7, 2019 by booking an appointment online with the “Notary, consular assistance, university pre-registration” service at the following link: https://consdubai.esteri.it/consolato_dubai/it/in_linea_con_utente/prenota_appuntamento/prenota-online.html.
Only after completing the pre-enrollment process it will be possible to request an appointment at the visa office by writing an email to dubai.visa@esteri.it . Those who do not need the pre-enrollment can write directly to the same address to schedule an appointment.
The visa for University enrollment can be issued only until January 10, 2019. Students are kindly requested to proceed in advance with the preparation of the required documents and the submission of the visa application, which should take place no later than December 19, 2019.

Please note that for the purpose of issuing the visa, it is always necessary to acquire the declaration of value/Statement of comparability, wvwn when not required by the University. Depending on the school attended and the curriculum of studies, you can request the release of the declaration at the Consulate (exclusively for schools with local curriculum), or on the CIMEA and NARIC websites, which you are invited to read carefully. As an example, a student that attended an IB Curriculum in Dubai, has to request the Declaration of Value at the Italian Embassy in Geneva or as an alternative can ask for a “Statement of comparability” through the CIMEA website.
The Consulate General may at any time request further documentation.
Visa fees for “university enrollment” study is € 50 (exchange rates can be verified here) and are non-refundable.
The Consular Authority can always decide to reject a visa application if a migration risk is assessed.
The issuing of the visa does not imply the academic recognition of the qualifications and the eligibility for enrollment, which remains the exclusive competence of the Universities.
