IT IS RECOMENDED TO BOOK AN APPOINTMENT WELL IN ADVANCE OF THE PASSPORT EXPIRATION DATE: IN SOME PERIODS OF THE YEAR (EX. SPRING, SUMMER, CHRISTMAS HOLIDAYS) THE SEVERAL BOOKING REQUESTS MAY EXTEND THE WAITING TIME FOR THE FIRST AVAILABLE APPOINTMENT.

Parents of minor children, are hereby informed that as of June 14, 2023, it will no longer be necessary to submit the other parent’s consent for the purpose of issuing their identity document (passport and CIE), pursuant to Decree Law 69/2023. Specifically, the amended Article 3-bis of L. 1185/1967 indicates that if there is a concrete and present danger that, due to a relocation abroad, may evade the fulfillment of his or her obligations to the children, it will be possible for the other parent to apply for a restriction to the issuance of the document. The application may be presented to the competent judge at the ordinary court where the child has his or her habitual residence or, if the child is resident abroad, the court in whose district his or her AIRE registration municipality is located. For the purpose of issuing documents for minors, however, the requirement of signed consent from both parents or those exercising parental responsibility remains in effect.

If the adult applicant has children under 18, a self-certification declaration must be signed at the appointment regarding the absence of measures that could prevent the issuance of the new passport (as per the provisions contained in article 20 of the Decree Law of 13 June 2023, n. 69).

For the issuance passports for minors (under 18), the consent of both parents is required (please see the following instruction).
Please ensure to read carefully the following instructions before booking an online appointment for the passport:

It is possible to book an appointment for Italian citizens who are residents in the jurisdiction of this Consulate General (Emirates of Dubai, Sharjah, Ajman, Fujeirah, Ras Al Khaimah and Umm Al Quwain) and registered with the Registry/ AIRE of this Consulate (with updated address) and who have updated their Marital status (marriage, civil union, births of children, possible divorce, etc.).

Before booking a passport appointment, those who have moved to this consular jurisdiction from other jurisdictions or from Italy are requested to first register with the Registry/ AIRE of this Consulate. Appointments must always be confirmed by the applicant, using the online Portal Prenot@mi, 3 to 10 days prior to the scheduled appointment date.

An Italian citizen who is a resident in this Consular jurisdiction but has not registered with AIRE in this Consulate or who has not applied for registration, will not be accepted for any passport application or appointment.

• Applicants should register in A.I.R.E. and/or update their new address (in case of change of address in the consular jurisdiction of this Consulate General) through the online portal FAST IT

• We remind all Italian citizens that all variations/changes in Marital Status that occur during their stay abroad, must be declared to the competent consular office; all Vital Records must be submitted to the Office in charge well in advance of the date of the passport appointment (the Vital Records Office processes transcription requests in chronological order of submittance).

The Registry Office has up to 180 days to process the registration request to AIRE (once all required documents are submitted).

 

Italian citizens of legal age (over 18), residents in the Consular jurisdiction of this consulate, are able to come to this Consulate General for the issuance of a Passport  ONLY  after having scheduled an online reservation (click here). The appointment for minors has to be scheduled by a parent, adding the child’s name as companion and adding his name in the notes.

The day of the appointment, it will be necessary to bring to the Consulate the following:

Form for applicants over 18 years of age duly filled out

• n.2  recent passport photos (white background, face front and centered, neutral expression). photo format  has to be 35mm x 45mm;

The amount in UAE Dirham The fee for an ordinary passport will be established according to the quarterly exchange rate and can only be paid in cash.

• The old passport. (In addition, a valid ID if the old passport has expired).

• In case of request of a first Italian passport, it will be mandatory to present a valid passport of their own country of origin.

Minor applicants must be physically present to the request of passport issuance

a) form for applicants under 18 years of age duly filled out

b) n.2  recent passport photos (white background, face front and centered, neutral expression). photo format  has to be 35mm x 45mm;

c) The amount in UAE Dirham The fee for an ordinary passport will be established according to the quarterly exchange rate and can only be paid in cash.

d) The old passport. (In addition, a valid ID if the old passport has expired).

  – In case of request of a first Italian passport, it will be mandatory to present a valid passport of their own country of origin.

In addition to the requirements stated in points a, b, c and d, both parents (and child/children) must be physically present, or the minor applicant must be accompanied by one parent, providing the letter of consent signed by the other parent (if Italian or EU citizen, attaching a copy of the valid ID; on the other hand, if the non-applying parent is not an EU national, he/she must attend in person with a valid photo ID to sign his/her consent. The signature must be authenticated by an officer at the Consulate and the authentication is subject to consular fees)).

  – Parents must submit their child’s birth certificate to the Consular Office beforehand so that the Registry Office can verify that the child is born to an Italian national.
In short, passport applications are not accepted for newborns if their birth certificate has not been registered at the Consulate and forwarded on to the town hall (comune) of reference in Italy.

Birth registration and passport issuance are processed the same day by booking an appointment for Passport Issuance though PRENOT@MI.

Please note that you will need the following documents:

  1. ORIGINAL birth certificate in English attested by the UAE Ministry of Foreign Affairs (The original birth certificate is kept by the Office)
  2. Italian translation using the form at the following link
  3. Birth registration form (to be downloaded a) along with a copy of parents’ passport
  4. Form for applicants under 18 years of age duly filled out (link)
  5. 2 passport photos (recent, identical, size 3.5 x 4.0 cm, white background, face front and centered, neutral expression);
  6. The amount in UAE Dirham; The fee for an ordinary passport will be established according to the quarterly exchange rate and can only be paid in cash
  7. In addition to the requirements stated in points A, B, C, D, E and F, both parents (and child/children) must be physically present, or the minor applicant must be accompanied by one parent, providing the letter of consentsigned by the other parent (if Italian or EU citizen, attaching a copy of the valid ID; on the other hand, if the non-applying parent is not an EU national, he/she must attend in person with a valid photo ID to sign his/her consent. The signature must be authenticated by an officer at the Consulate and the authentication is subject to consular fees).

URGENCIES:

In cases of proven emergency, Italian nationals residing in the jurisdiction of this Consulate General (Emirates of Dubai, Sharjah, Ajman, Fujairah, Ras Al Khaimah and Umm Al Quwain) and registered in AIRE may contact the Passport office via email (consular.dubai@esteri.it). Only if the submitted documentation is eligible, the passport office will provide an appointment in due time.

Those applying for an emergency passport will need to pay an emergency fee in addition to the normal passport fee (equivalent to Euro 50)

The emergency must be for:

  • serious family or health reasons, certified by the relevant healthcare facilities or authorities. All documents must be written in or translated into Italian or in English. Applicants must also submit a flight booking;
  • urgent work-related reasons, supported by a reasoned request – signed by a senior manager – which must include their name, position and telephone number, and written on company headed paper. Applicants must also submit flight booking.

Please note that the emergency procedure does NOT apply to the applicant’s family members.

The following documents ARE NOT accepted:

  • undetailed medical certificates. Certificates must state the applicant’s or the family member’s serious condition;
  • travel tickets for holidays or invitation letters from family members or acquaintances;
  • urgent business trips proven by emails or text messages;
  • a self-declaration in lieu of proper evidence of the emergency;
  • school trips.

In case of theft or loss it is necessary to immediately report it to the police station of the place where the theft or loss occurred.

Italian citizens registered with this Consular jurisdiction must:

• Contact this Consulate sending an email to consular.dubai@esteri.it, anticipating by email the copy of the police report;

• Bring the original police report at the moment of the passport application;

  • Form for applicants over 18 years of age duly filled out (at the following link)
  • n. 2 passport photos (recent, identical, size 3.5 x 4.0 cm, white background, face front and centered, neutral expression).
  • The amount in UAE Dirham related to the payment of consular fee. The fee for an ordinary passport will be established according to the quarterly exchange rate and can only be paid in cash.

• In case of minors, the consent of both parents is required see above.

Italian citizens travelling through for tourism or business who suffered a theft or their documents loss, may receive a travel document (Emergency Travel Document) valid only for the return to Italy or the State of permanent residence, and shall:

• Contact this Consulate sending an email to consular.dubai@esteri.it, anticipating by email a copy of the police report;

• Bring the original report at the moment of the passport application;

• n. 2 passport photos (recent, identical, size 3.5 x 4.0 cm, white background, face front and centered, neutral expression);

Duration of passport – validity varies according to the holder’s age:

– For minors from 0 to 3 years old (3 years validity)

– For minors from 3 to 18 years old (5 years validity)

– For people of legal age – over 18 years old (10 years validity).
